The goal behind the plan was to develop programming to better occupy the 'kids of the projects'. Mathieu and Romuald received funding to expand 'Quartier TV' : a local television station based out of the community center in the Mines neighborhood outside of Paris. A dynamic and eclectic team forms: Nadia, a young radical journalist; Farid, an archaeology student; Souleymane, a promising young host; and the seductive Leila, a high school cinema intern.
